·When selecting any country on the Database, you will encounter a choice of various libraries. In the particular case of Mexico, the first option is the Diario Oficial (Official Gazette), as indicated below:
·Mexico's daily Diario Oficial de la Federacióncomplete files are organized in chronological order; the full-text Diarios are saved in “.exe” format (compressed format), which allows for fast (one-to-three-minute) downloads. The daily index listings can be accessed directly from the browser — no downloading is required. The Ctrl + F feature can be used to conduct a complete search of both the full text file and the daily index. Under each month's menu, you may view or download monthly indexes of the Diario Oficial de la Federación. The daily indexes also include documents that are linked to the full text of decrees/decretos, laws/leyes, technical standards /normas oficiales and other materials incorporated into the InterAmSM Database. Included in the daily compressed full text file are listings of Mexican Government Procurement notices (Licitaciones Públicas).
·To download the full text Diario, click on the relevant month and day (for example, June 23, 2005). The box below will appear and the user will have the option to run (open) or save the document. Unregistered users will be directed to another page to Subscribe now to the InterAmSM Database or Buy just this document (by way of example, this hyperlink will direct you to the page where you would have the option to buy a copy of the Mexican Customs Law).
If you choose to open the Diario, you will see the box below
If the user chooses to open (run) the file, the dialogue box below will appear. The file will decompress and the full text will be saved to your computer's desktop. You may click on “Examinar / Browse” to save the file to a different location and/or under a different name.
·For best results, when downloading the daily Diario Oficial de la Federacióntexts, open the relevant files with Microsoft Word for Windows software. This will reproduce the document and any graphics with the greatest accuracy. If you use WordPerfect or other word processing software programs, the documents will convert but the formatting may be distorted. (Downloads of the daily Diario Oficial de la Federacióncompressed files are included in your subscription).
The InterAmSM Database contains an extensive and continuously growing collection of legislation, treaties, case law and scholarly commentary, articles and publications that focus on trade, investment and economic development in the Americas.

To optimize your search results, follow the step-by-step instructions below — please also refer to our Search InterAmSM Database tool.
Country to search in: Choose the desired country to search in. For a broader search, choose “Any Country”, “all Central America”, “all South America” or “all Caribbean.” To select two or more specific countries, press and hold the CTR key while selecting each country.
Subject Area: Choose the desired subject area to search in, OR for a broader search, choose “All Subjects.”
Type of Material:There are 3 options to choose from (choose the one that best suits your research needs) including “Laws/Normas”, “Case Law” and “Supplementary Materials”. A detailed explanation of each option follows:
§A search under “Laws/Normas” will include materials such as statutes, decrees, accords, circulars, communications, technical standards, regulations, resolutions, fiscal rules, translations, etc.
§A search under “Case Law” will include all case law materials in the InterAmSM Database. Choose “Any Country” for a broad search OR specify one of the seven countries where we currently have case law (Argentina, Brazil, Chile, Colombia, Costa Rica, El Salvador and Mexico). Note: Always choose “All Subjects” when searching for case law.
§A search under “Supplementary Materials” includes Inter-American Trade Reports (May 1997 through March 2005), NLCIFT projects, graduate student theses, selected law reviews and other scientific and economic publications or articles.
Keywords to look for: Enter the desired word or phrase to search in the language of the relevant source materials (i.e., English, Spanish or Portuguese), with or without an accent(s).
Look for : There are 3 options to choose from: “ALL the words”, “ANY of the words”, or “EXACT PHRASE”.
For Boolean searches, (i.e., words or phrases within a designated number of other words or phrases) make sure to choose ALL of the words in Step 5 and require that keywords appear within a span of words. Enter a desired number. For example, to search for “clasificación” within a span of 10 words of “aduanera”, you will enter the number 10. Note: The larger the number, the broader the search results you will obtain.
Order results by: : Choose “Country”, “Relevance”, or “Most recent first” as an option in this drop-down menu box.
Do NOT return documents containing these words: Enter a word or phrase that you do NOT want to appear in the results.
The remaining options are self-explanatory, depending on the results you wish to obtain. Once you have specified all variables, click the Search button.
To start a new search, click the Reset button.
Boolean Search
For a more advanced Boolean search, click on the Advanced Searchlink located directly under the Search/Reset button. This option allows for Boolean logic (AND, OR, NOT) searches.
To optimize your Boolean search, follow steps 1-9 listed above. Note: In Step 4: Keywords to look for, include the word(s):
AND
OR
AND NOT (to exclude specific terms)
IV.Subject Areas
Subject areas consist of various libraries of full-text key statutes pertaining to trade and investment, including laws, regulations, decrees, amendments and technical standards. The user may select the subject area (e.g., agriculture, banking, foreign investment, taxes and transportation — please see the complete list below. Note: this list is specifically linked to Mexico). Once a subject area has been selected, the user will have access to the various types of materials that exist for that particular subject (leyes/laws, reglamentos/regulations, decretos/decrees, acuerdos/accords, normas técnicas/technical standards, etc.). A subcategory entitled “Other Materials” contains various materials that are published in the Diario Oficial, such as revisions, notices and notes to legislation. Supplementary Materials are also listed (as secondary sources), which include student theses and articles addressing regulatory developments affecting trade and investment in the Americas.
·Note: Searching under “Subject” for any specific country saves time. In the particular case of Mexico, a subject-area search is faster than a search of the full-text issues of Mexico's Diario (which are large files). It is also easier to find a text by means of a subject-area search when the date of publication of the relevant document(s) is unknown.
·Browse for legislative text in 26 categories (TOPICAL / SUBJECT AREAS) — the categories below are specifically linked to Mexico:
Primary Materials include important reference texts such as Constitutions, Civil and Commercial Codes, as well as any relevant amendments to such codes. For Mexico, you will also find a Thesaurus of Mexican Legal Terms (Spanish), a Glossary of Sources of Mexican Law, an Excerpt from The Mexican Legal System and Mexico's State Constitutions.
