The disparities study is the first product of a joint effort between the Center and the Centro Juridico Para El Comercio Interamericano (JURICI) at the Instituto Tecnológico y de Estudios Superiores de Monterrey in Monterrey, Mexico. Under the coordination of David Eaton, Esq. at JURICI, the two organizations brought together a team of individuals from the U.S. and Mexico to research the disparities between hazardous materials law and management in the U.S., Mexico and along the shared border corridor.

The international team of researchers conducted over 60 interviews with regulators, waste management companies and citizens' groups in an effort to gain the most current "snapshot" of Mexico and cross-border waste management practices in North America. They noted distinctions between applicable regulations and actual practice in the two countries with special emphasis on the maquiladora industries, hazardous waste transportation, insurance issues, applicable international agreements and customs requirements.

The study committee includes representatives of industry, environmental groups, government agencies and academia in both countries, offering an extensive cross-section of views on hazardous waste issues. The disparities study is the first publication to result from this binational effort.
