This 20-page study examines disparities between hazardous waste facility regulations in the U.S. and Mexico, as well as their impacts on public safety, environmental protection, governmental oversight, and the regulated communities. As cooperative planning is considered by the two governments, new waste facilties in the border region will likely become a reality. Until then, however, differences in regulations addressing financial assurance, facility closure, and environmental impact assessment requirements present obstacles to the harmonization of efforts in the two countries.

Legal requirements that affect facility planning and operation under each legal system must be identified so that differences adversely affecting public health or environmental quality can be resolved.
