In May 1980, the Mexican Congress enacted several decrees reforming the labor laws. One of them provided full discretionary powers to the federal and state boards of conciliation and arbitration (referred to as CABs) to act as courts of equity. As such, the boards had to interpret the law not literally but in accordance with its spirit.

Labor Law Enforcement in Mexico and the Role of the Federal and State Conciliation and Arbitration Boards examines the functioning of CABs and the role they have played. The report was prepared during the summer of 1994 by the Center, at the request of U.S. government. It has been adapted for use by businesses and organizations conducting business in Mexico.

Much of the material was prepared based upon specific questions and concerns raised by the U.S. Department of Labor. The report is designed around a central section entrusted to Lic. Rolando Ballesteros, whose work was reviewed by Pr. Juan José Rios of the UNAM and the Instituto de Investigaciones Juridicias, the Center's counterpart in Mexico. Lic. Ballesteros travelled to Mexico to conduct extensive interviews with CABs' officials and observe actual practice. This research was combined with constitutional and black letter law analysis for a complete presentation of the Mexican labor process.
